Workforce is the key element in ensuring the success of delivery of services through this growth. HWNY is a nonprofit organization of aligned mission that possesses expertise, great depth of experience, and a substantial network of key partners to ensure the viability of the Nascentia workforce. In this proposal, HWNY outlines available services and presents a reliable approach to address specific workforce challenges. Specifically, HWNY proposes to enter into formal agreement with Nascentia to provide Discovery services. Results of Discovery will be provided to Nascentia in the form of a Discovery Report delivered within 30 days. The Report will provide a clear and measurable set of priority goals and associated deliverables which provide the framework for a tailored recruitment and retention strategy. Should Nascentia choose to advance to the Strategy Phase with intent to implement resulting action items, Nascentia may at that point elect to contract with HWNY for these services or identify another service provider(s).

Examples are many, and include intensive school-based outreach, MASH Camps, Job Shadows, Internships, Rural Immersion Programs, Rural Medical Education Programs, STEM and P-TECH.
Recently, HWNY used its technology applications in concert with a community-based campaign to increase student membership for the New York State Association for Rural Health (NYSARH) by more than 1,000% (representing an increase of over 200 new student members). This was accomplished in less than ONE MONTH.
HWNY currently provides workforce development solutions to more than 40 healthcare systems and organizations across New York State, including thirteen of the twenty-five DSRIP Performing Provider Systems (PPSs).

1. Discovery
This is an essential first step in the process. During Discovery, HWNY investigates existing and planned policies, practices, operational parameters, and mechanisms related to Nascentia recruitment and retention efforts. Concurrently, we interview leadership, supervisors, and front-line staff to contextualize the organization, employees, culture, goals, and priorities. Collectively, these investigative techniques provide a clear and measurable set of priority goals and associated deliverables.
2. Strategy
Discovery provides a clear picture of the current state as well as the desired state of the Nascentia workforce. Strategy subsequently aligns solutions with prioritized target outcomes, outlines the critical information and resources needed to achieve each target outcome, and produces a comprehensive recruitment and retention strategy. In essence, this provides a blueprint for implementing comprehensive, integrated solutions based on best practices and tailored specifically for Nascentia.
3. Planning
In collaboration with Nascentia leadership, HWNY identifies specific actions, timelines, and process measures required to achieve each target outcome and associated deliverables. Partnership roles and resources needed will also be specified in a detailed Roadmap. During this approach component, HWNY will also construct and present a technology-based platform to track, measure, and evaluate the impact each solution, as well as the integrated solution architecture as a whole, has towards the target outcomes.
4. Implementation
During the Implementation component of the approach, HWNY’s in-house experts in media design, video production, technology development, and marketing will work in full concert with our boots-on-the-ground and health workforce development partners throughout Upstate New York to execute each target outcome and associated deliverable.
5. Evaluation
From start to finish, HWNY uses data analytics to measure, analyze, and evaluate the impact each solution, as well as the integrated solution architecture as a whole, has towards the target outcomes and associated deliverables. HWNY provides regular written reports and hosts quarterly review meetings. Additionally, HWNY will work closely with Nascentia leadership, supervisors, and staff to collect qualitative data related to the workforce project. This data is essential in ensuring that the context in which the quantitative outcomes being delivered truly support, and favorably engage, Nascentia incumbent workers. Results of quantitative and qualitative information will serve to guide HWNY and Nascentia leadership in adjusting and refining service delivery.

Research and Advocacy is at the core of HWNY’s organizational culture. It is only through expert investigative techniques that an organization’s complex and unique challenges can be understood to the level necessary to devise and implement effective, targeted solutions. As with the practice of medicine, if the diagnostics are not adequate it is very likely the treatment won’t be either. Advocacy is most easily accomplished and effective when there is data to back up the position. This has been our experience, and the direct feedback from our regional, state and local representatives. Data speaks for itself. Using the medical analogy, advocacy is similar to promoting preventive care and practice, with the data used as evidence to influence policy.
HWNY works in partnership with numerous other State and national organizations to advocate for policies that mitigate many of the healthcare workforce issues currently facing all of us. Our research has served to advance these efforts. In a more local approach, this dynamic of research and advocacy will serve Nascentia from bedside in the home to leadership policy in the office.

Concurrently, we will interview leadership, supervisors, and front-line staff to contextualize the organization, employees, culture, goals, and priorities. Collectively, these services will provide a clear and measurable set of priority goals and associated deliverables which serves as the framework for a tailored recruitment and retention strategy.
Results of Discovery will be provided to Nascentia in the form of a Discovery Report delivered within 30 days.
Should Nascentia choose to advance to the Strategy Phase with intent to implement resulting action items, Nascentia may at that point elect to contract with HWNY for these services, or identify another service provider(s).
